CMP Board Honors Retiring Inspector General

Colorado Springs, CO. The CMP Board of Directors honored its retiring Inspector General, Brigadier General Richard Capps (ARNG, Ret.), when it met at Colorado Springs on 27 February. General Capps began serving as one of the CMP Board’s two Inspector Generals in 1998, shortly after Congress privatized the Civilian Marksmanship Program. After serving in this position for seven years, General Capps submitted his resignation effective the end of December.

The honors paid to General Capps included a series of tributes for his service to the CMP from CMP Board Chairman Charlie Maddox, CMP Board Vice Chair Judy Legerski and Capps' Inspector General colleague, BG Wallace Green (ANG, Ret.) as well as the presentation of an appropriately engraved M1 Garand rifle by Mr. Maddox.

General Capps was an Army National Guard aviator who served one tour of duty in Viet Nam. He rose to become the Assistant Adjutant General, Army, in the Florida National Guard. During his tenure as a CMP Inspector General, he completed numerous assignments to inspect affiliated CMP clubs and to complete CMP internal audits. He also represented the CMP at numerous events.

The presentation of an M1 Garand to General Capps was also significant because his first association with the CMP and the National Matches occurred when he fired an M1 in the 1956 and 1958 National Matches as a member of the Florida National Guard Rifle Team.
